Update mise tools
0bc7e60 
Ran `mise up` to bump pinned tool versions (node, lychee).

lychee was upgraded 0.23.0 -> 0.24.2, which replaced the boolean
`include_fragments` config option with an enum
(none|anchor-only|text-only|full). Migrated lychee.toml to
`include_fragments = "full"`; `mise run check-links` passes.
